The Wiveliscombe Town Hall Trust was formed in 2006 with the aim of preserving the building and bringing the upper floor back into active use. A report into the future use of the building was completed by architects in early 2008 with a recommendation that the building should be used as an arts, media, cultural and heritage venue. Activities might include:
- Cinema and theatre;
- Live music;
- Arts and crafts exhibitions & fairs;
- Dances and dance performance;
- Private functions;
- Heritage education.
As part of the building’s restoration, the report recommends that the portico should be reinstated, a new access provided from The Square, a new extension built to the rear and works completed to a high environmental specification.
Since the report was completed the Trust has been trying to acquire a significant interest in the building from the Co-Op’s property department in Manchester. This has proven to be a lengthy and frustrating process with periods of hope invariably dashed by either changes in direction or complete silence. Nevertheless, the dialogue continues.
The restoration and conversion of the listed building will be expensive; estimates are upwards of £1.5m plus any costs of acquisition. This will present a significant fundraising challenge for the Trust, especially in a time of recession and with the 2012 Olympics absorbing considerable amounts of funding that might have otherwise been accessible. A further challenge will be to ensure that the eventual uses of the building are able to cover the building’s running costs. Nevertheless the Trustees are optimistic that the challenge can be met, not least with the support of the local community, and that the Town Hall will, once again, welcome the public through its doors and take its rightful place at the heart of Wiveliscombe and the Ten Parishes’ cultural and community life.
In August 2009 we submitted an application to Village SOS - the BBC and Big Lottery's fund to revitalise rural villages and small towns. The proposal is to use the refurbishment and conversion of town hall as a process that brings the whole community together, provides training and creates a successful community enterprise. Competition will be tough, and decisions on who goes forward to the next round will be announced in November.
